1. There are two separate Honor Council awards:
(a) IRA (International) Honor Council
(b) SCIRA (State) Honor Council
2. Your council may achieve either award or both. Although
one is not totally dependent upon the other, the items for the two honor
council awards are coordinated.
3. SCIRA awards $50 to each council achieving SCIRA Honor
Council status and an additional $50 to each council achieving IRA Honor
Council status.
4. On both sets of forms, the R notation denotes a REQUIRED item
and the O denotes an OPTIONAL item. The IRA guidelines use the
letter P to indicate a PREREQUISITE item.
5. Make yourself working sets of both the IRA and the SCIRA Honor
Council original forms. Additional forms can be downloaded from
IRA www.reading.org and SCIRA <www.scira.org>
6. Provide each officer and committee chair with copies of the
SCIRA Honor Council Required and Optional checklists and the IRA Program
Guidelines. This is a strong statement that achieving Honor Council
status is the SHARED responsibility of ALL OFFICERS AND COMMITTEE CHAIRS.
This isn’t just the President’s job although the President
does have the final responsibility for assembling the materials and mailing
them.
7. Plan your year’s work around the Honor Council requirements
and options. It is so much simpler to plan your work in this
way that it is to conduct your programs and projects and then struggle
to find a place where you can “make them fit” the guidelines.
8. On your working copy by each item your council plans to attempt,
indicate the name of the person whose responsibility it will be to provide
you with the initial rough draft information for that item.
9. Do give ownership for Honor Council requirements to those to
whom it rightfully belongs. By the first of September, provide
that person with a copy on which to submit a rough draft to you. Indicate
on their copy the deadline for submission of the rough draft to you. (Give
yourself ample working time as you set your deadlines.) The President
should complete the final original copy of each form and should be responsible
for mailing all forms to IRA and SCIRA.
10. Complete the forms and mail them to the appropriate person
as your council achieves each item on the Honor Council. It is
much easier to stay current than it is to try to do everything at the
last minute to beat the deadlines. The paperwork is not so overwhelming
when it is spread out over a period of time.
11. Stay in close contact with your Membership Chair.
Many SCIRA and IRA requirements directly relate to membership. Truly,
membership can “make or break” your council in terms of awards.
12. IMPORTANT NOTE: If your council fails to achieve its local
council membership goal (see IRA form I-R1) and if your council
has achieved IRA Honor Council status for the past three years, you may
elect to do one additional optional item under “Part I: Service
to Local Council Members.” You would then be completing three optional
items in Part I.
13. There is NO exception to the requirement for obtaining the
number of new international members as indicated by the chart
provided on the IRA form, III-R2. It is not possible to be an IRA Honor
Council if you fail to achieve this item. Also note that you
CANNOT count your officers in this requirement. Officers can be counted in Prerequisite
2. (Meeting the IRA membership goal is an optional item for SCIRA Honor
Council.)
14. Before submitting your original copies, make at least two
copies of each form. File one copy in the President’s notebook
and save one copy to place in the appropriate committee folder or officer
notebook.
15. Send all IRA Honor Council forms by certified mail with return
receipt card. This will cost more, but it provides the council
with verification should your forms be lost in the mail.

If the local council includes parochial and private schools, day-care centers,
colleges, and universities, you should include them as well. Design
and type your own format for submission. Be sure to include the
