HONOR COUNCIL INFORMATION & SUGGESTIONS


1. There are two separate Honor Council awards:
     (a) IRA (International) Honor Council
     (b) SCIRA (State) Honor Council
2. Your council may achieve either award or both. Although one is not totally dependent upon the other, the items for the two honor council awards are coordinated.
3. SCIRA awards $50 to each council achieving SCIRA Honor Council status and an additional $50 to each council achieving IRA Honor Council status.
4. On both sets of forms, the R notation denotes a REQUIRED item and the O denotes an OPTIONAL item. The IRA guidelines use the letter P to indicate a PREREQUISITE item.
5. Make yourself working sets of both the IRA and the SCIRA Honor Council original forms. Additional forms can be downloaded from IRA www.reading.org and SCIRA <www.scira.org>
6. Provide each officer and committee chair with copies of the SCIRA Honor Council Required and Optional checklists and the IRA Program Guidelines. This is a strong statement that achieving Honor Council status is the SHARED responsibility of ALL OFFICERS AND COMMITTEE CHAIRS. This isn’t just the President’s job although the President does have the final responsibility for assembling the materials and mailing them.
7. Plan your year’s work around the Honor Council requirements and options. It is so much simpler to plan your work in this way that it is to conduct your programs and projects and then struggle to find a place where you can “make them fit” the guidelines.
8. On your working copy by each item your council plans to attempt, indicate the name of the person whose responsibility it will be to provide you with the initial rough draft information for that item.
9. Do give ownership for Honor Council requirements to those to whom it rightfully belongs. By the first of September, provide that person with a copy on which to submit a rough draft to you. Indicate on their copy the deadline for submission of the rough draft to you. (Give yourself ample working time as you set your deadlines.) The President should complete the final original copy of each form and should be responsible for mailing all forms to IRA and SCIRA.
10. Complete the forms and mail them to the appropriate person as your council achieves each item on the Honor Council. It is much easier to stay current than it is to try to do everything at the last minute to beat the deadlines. The paperwork is not so overwhelming when it is spread out over a period of time.
11. Stay in close contact with your Membership Chair. Many SCIRA and IRA requirements directly relate to membership. Truly, membership can “make or break” your council in terms of awards.
12. IMPORTANT NOTE: If your council fails to achieve its local council membership goal (see IRA form I-R1) and if your council has achieved IRA Honor Council status for the past three years, you may elect to do one additional optional item under “Part I: Service to Local Council Members.” You would then be completing three optional items in Part I.
13. There is NO exception to the requirement for obtaining the number of new international members as indicated by the chart provided on the IRA form, III-R2. It is not possible to be an IRA Honor Council if you fail to achieve this item. Also note that you CANNOT count your officers in this requirement. Officers can be counted in Prerequisite 2. (Meeting the IRA membership goal is an optional item for SCIRA Honor Council.)
14. Before submitting your original copies, make at least two copies of each form. File one copy in the President’s notebook and save one copy to place in the appropriate committee folder or officer notebook.
15. Send all IRA Honor Council forms by certified mail with return receipt card. This will cost more, but it provides the council with verification should your forms be lost in the mail.

For SCIRA Honor Council, the following items are required:

SC R1 -- LC officers participated in Leadership Workshop
SC R2 -- Reviewed LC officer responsibilities (form due at Leadership Workshop)
SC R3 -- LC President (or representative) attended all of the SCIRA Board Meetings
SC R4 -- Building Representatives for schools and district offices in council area (form due Oct.15)
SC R5 -- State Officers’ Nominations form (due Dec.1)
SC R6 -- Membership chair (or representative) attended SCIRA Leadership Workshop and SCIRA Board Meetings
SC R7 -- Membership chair submitted six(6) reports (Sept.-Feb.) by the first day of each month
SC R8 -- Assumed major responsibility at state conference and was represented at conference planning meetings (Oct. & Jan.)
SC R9 --
Submitted at least one(1) article for publication in SCIRA Speaks

Prerequisites

For IRA Honor Council, the following items are prerequisites:
P1 -- Council Officer Form April 15 (Officers are members of both IRA and SCIRA)
P2 -- Intent Form Oct. 15 with Ten (10) IRA Members

IRA IV-4 -- Literacy project outside US/Canada
IRA IV-5 -- Partnership with an IRA national affiliate or local council outside US/Canada
For SCIRA Honor Council, complete one (1) of the IRA Honor Council items as listed above

SCIRA HONOR COUNCIL PROGRAM
DATE DUE: After Final SCIRA Board Meeting

SC R1: Attendance by all local council officers or representatives is required during the annual Leadership Workshop.
SC R3: Attendance by the local council president or representative is required at each of the four (4) SCIRA Board Meetings. The Recording Secretary will keep record of this attendance as found in the minutes and will submit it to the Honor Council Chair following the fourth board meeting.
There is no form that you need to submit.
After one week following the final SCIRA Board Meeting, the SCIRA Recording Secretary will submit attendance records to: SCIRA Honor Council Chair

SC R2 (Officer Responsibilities)

Review responsibilities of local council officers using IRA Council Planning Guide. Return form SC R2 distributed during Leadership Workshop.

SC R4 (Building Representatives)
SCIRA HONOR COUNCIL PROGRAM
DATE DUE: October 15

Submit a listing of SCIRA building representatives and their schools for each public school and district office in the local council. Please include school addresses and phone numbers to assist with communication. (This information can be found at state dept. South Carolina Directory of Schools website.) If the local council includes parochial and private schools, day-care centers, colleges, and universities, you should include them as well.

Design and type your own format for submission. Be sure to include the council name.

SC R5 (Nominations)
SCIRA HONOR COUNCIL PROGRAM
DATE DUE: DECEMBER 1

Return one of the following sets of materials:
_____ If nominating an individual for an SCIRA office, submit the following:
Biographical sketch (Form N-3) AND Nominee Consent Form (Form N-2) provided by the Nomination Chairperson at 1st SCIRA Board Meeting.
_____ If not nominating an individual for an SCIRA office, submit Form N-1 that indicates there is no nomination from the local council.
Return EITHER Forms N-3 and N-2 OR Form N-1 to the Nominations Chairperson. The nominations chairperson will distribute these forms at one of the SCIRA Board meetings.

SC R6 (Membership Chair Training)

DATE DUE: MARCH 1

The local council’s Membership Chair (or representative) is required to attend each of the State Board Meetings and the Leadership Conference. Attendance rosters will be maintained by the State Membership Director.
There is no need to submit this form.

SC R7 (Membership Reports)
SCIRA HONOR COUNCIL PROGRAM
DATE DUE: MARCH 1

Six (6) monthly membership reports are to be submitted to the State Membership Director by the first day of each month, September through February. A record of the monthly membership reports will be maintained by the State Membership Director.

There is no need to submit this form. A special format is provided to the Membership Chair for this report.

SCIRA HONOR COUNCIL PROGRAM
DATE DUE: MARCH 1

The council’s Vice-President/President-Elect or a representative is required to attend the conference planning meetings in October and January, AND the council is to assume responsibility for a major conference activity.
A roster of meeting attendance and conference activity participation will be maintained by the SCIRA President-Elect.

There is no need to submit this form.
The SCIRA President-elect will submit attendance records and a list of local council conference responsibilities to: SCIRA Honor Council Chair
SC R9 (News Article)
SCIRA HONOR COUNCIL PROGRAM
DATE DUE: March 1

Submit to the Publications Chairperson a news article for SCIRA Speaks by the deadline provided. Deadlines for local councils will be provided at the first board meeting. SCIRA Speaks will provide local council coverage throughout the year. The record of articles submitted will be maintained by the Publications Chairperson (SCIRA Speaks editor).
Submit news articles to SCIRA Speaks before March 1.

DATE DUE: MARCH 1

The local council supported one or more of the following State projects for professional growth:
Teachers as Readers Group that followed the IRA and SCIRA guidelines, SCIRA Literacy Workshop, or other newly adopted SCIRA projects that support professional growth.

Submit a brief description and mail with a xerox copy of either IRA I-O4 or IRA III-O1, depending on the direction the project takes.

* Forming a Teachers as Readers group will qualify for IRA I-O4 (Professional Growth)

** If the council supports this project PLUS another which directly reflects the goals stated by SCIRA in its long range plan (this could be assuming a major responsibility at the State Conference), then the council will qualify for IRA III-O1 (Support State Goals).
However, if item is used for IRA I-O4, it CANNOT also be used for IRA III-O1.

SC II-1 (Celebrate Literacy)

The local council sponsored a Distinguished Teacher and/or a Secondary Teacher(s) who presented a poster session at the State Conference. The SCIRA President-Elect (conference program chair) will verify this local council activity. (Stipends are not required for SC Honor Council)
* If the council provides a stipend that will assist its Distinguished or Secondary Teacher(s) to attend the State Conference, the council may choose to submit IRA form III-04 for IRA Honor Council credit. IRA’s Honor Council representative has verified that there is not specified dollar amount for the stipend. Support one(1) member’s attendance will be enough to qualify.

SC IV-1 (International Literacy Day Celebration)
